Risk Assessment on Subsea Tunnel Operation System
The issue of subsea tunnel fire has made people be concerned about the subsea tunnel operation safety as they may cause huge property damages as well as human casualties. Whether the operation system is normal or not will directly influence the operation safety of the subsea tunnel, so it is essential to evaluate the condition of the subsea tunnel operation system. Risk assessment method for subsea operation system is studied in this paper. The analytic hierarchy process (AHP) method and fuzzy comprehensive evaluation are used to do risk assessment on the subsea operation system. The whole risk assessment model of the subsea tunnel operation system can be considered as an organic system composed of equipment risk factors, management risk factors and environment risk factors from a risk analysis angle. The equipment risk, the management risk and the environment risk can be used as criterion hierarchies. Fifteen sub-hierarchies of each of the three criterion hierarchies, which have considerable effects on the subsea tunnel operation system, are selected to build up a risk assessment indexes system. A whole risk assessment system for the subsea tunnel operation system is established based on the AHP method and fuzzy comprehensive evaluation method. A centesimal risk assessment system is also adopted to evaluate the subsea tunnel operation system. Finally, the risk assessment method for subsea tunnel operation system is successfully applied to Hongkong-Zhuhai-Macao (HZM) Tunnel. The risk assessment results show that the risk assessment method for subsea tunnel operation system in this paper is feasible and reliable. And the risk assessment method for the subsea tunnel operation system can provide reference for other similar subsea tunnels home and abroad.
