Risk Monitoring Indicators Construction of Civil Aviation Industry Based on Comprehensive Weighting Method

The safety risk monitoring indicator systems of four subsystems, i.e., aircraft maintenance, air traffic control, airlines operation and airports operation is developed on the basis of the influencing factors analysis to historical event data and experts opinion, which includes 102 risk factors selected from four aspects such as man (human factors), machine (equipment and facilities), medium (or environment) and organizational management. For monitoring the risk of China civil aviation industry, it is necessary to combine these indicators to industry indicators for risk simulation and the early warning of the whole industry. Determining the weights is the key step in the process of indicators combination and comprehensive evaluation. In this paper, the advantages and disadvantages of different subjective and objective weighting methods is compared. Taking into account the subjective experience of assessment subject and the objective reality of evaluation object, comprehensive weighting method that integrated subjective and objective weight methods.is used to obtain the weights needed. Based on it, fuzzy comprehensive evaluation method is applied to synthesis the industry risk monitoring indicators from those indicators of four subsystems. This method overcame the limitations of single weighting method. As an example, the data of 2007 is used to carry out the synthetic method.
