Evaluation Index System for Emergency Response Ability of Metal Mine in China
The importance of emergency rescue has been realized deeply since scientific emergency rescue can avoid effectively accident expansion and reduce casualties, so the evaluation of emergency rescue system is very necessary to improve emergency response ability of metal mine. Based on the analysis of metal mine features, accident characteristics, current development status of emergency rescue, and emergency response ability requirements, the evaluation index system for emergency response ability of metal mine is constructed systematically by the research process of evaluation index system. The model of evaluation index system includes four levels: target level, executive level (3 kinds of the first classification indexes), attribute level (14 kinds of the second classification indexes) and characteristic level (54 kinds of the third classification indexes). Evaluation index weights are assigned by applying AHP, and the result shows that the sequence of index importance in the second classification index are the ability of command and decision-making, implementation of emergency rescue, rescue support, monitoring ability, resource preparation ability, and emergency response plan etc. Metal mine enterprise should pay more attention to the high-weight indexes. This paper provides an effective method to assess the emergency rescue response ability of metal mine, and will be useful for the improvement of emergency rescue system.
