Disaster Risk Communication and Barrier Analysis Based on Network Framework

In order to demand information communication of disaster risk management, the authors discuss a barrier analysis model based on the network structure of risk communication of disasters. First, the paper establishe a communication network of disaster risk information in terms of theory of disaster risk communication and the actual problems in disaster management. Afterwards, a network-based analysis model of risk communication barrier is provided using graph theory, path matrix and hypergragh theory. Finally, the algorithms of the communication barrier analysis and the repair of the communication path are discussed. The research result shows that the model can be used to analyze the risk communication ability of disasters under the situation of the complex organizational structure, and help people to improve the ability of coping with crisis.
