Prevention and Control for Coal and Gas Outbursts Based on System Safety Management

Coal and gas outbursts are influenced by many factors under a range of conditions, and can not be well explained by many proposed hypothesis and theories. Therefore, its difficult to use technical methods to completely prevent and eliminate the occurrence of coal and gas outbursts. In this paper, based on the methods of hazard identification in system safety management, coal and gas outburst hazard is divided into three categories. The first class of hazard is gas including gas pressure and gas content, the second class of hazards are the factors that influence the first class of outburst hazard, which consists of blasting, excavation, periodic weighting, etc, and the third class of hazards are safety management decision-making and organization failures resulting in the occurrence of outbursts. According to the theory of risk assessment and control, its seen that the first class of hazards can be controlled by adopting some protective measures and the second and third class of hazards can be created by some safety precaution. Finally, it could be made conclusions that coal and gas outbursts could be prevented and controlled by safety engineering, safety enforcement and safety education measures through 3Eaccident prevention principle.
