Effective Technical Check and Advice System for a Small Construction Site

Small construction site means that project amount is less than 12 mil USD ( W 12,000,000,000) in Korea which construction company doesnt have to assign a safety engineer to a site. Instead, those small sites should be inspected to check it they keep safe field condition by the expert group of supervising company which are approved by the government. There are two main purpose to perform this system. First, construction company doesnt have to assign safety engineer with a considerable labor cost because they are ensuring safe field condition with their additional salary cost. Secondly, accident at a small site can be decreased by a group control with a cheap cost, made by the agency which are approves by the government. Questionnaire survey sheet have been distributed to the agencies and their counter construction sites to see what problems should be solved. Subjective ideas in three area are asked to them, and 35 engineers have replied to the questionnaire. Counter measures from the study are as follows; For system aspect, the lowest contract amount system should be improved to the other contract system. Evidence of completing technical advice from the government approving agency should be submitted to the local government when project completion certificate will be submitted. For management aspect, one engineer should take even 1 00sites because of insufficient budget of each company. For practical aspect, inexperienced engineers are assigned to a small site due to insufficient direct cost due to the lowest contract system. Safety -checking engineers are subject to field manager, meaning that they dont have independent determination authority at a construction site.
