Based on Effective Cycle Model to Improve Safety Culture

摘要：

The safety aim of an industry is Target Zero, while some think it is an idealistic target. It is proposed that the construction of safety culture be an effective way to achieve Target Zero, even in a high-hazard industry. The theoretical model of safety culture includes enterprises and their staffs belief, view, and action about safety. The effective cycle model of constructing safety culture has five processes, namely preparation, survey, analysis, planning, and implementation. It is suggested by studies that the effective cycle model is useful to improve the construction of safety culture, and that it is quite practical in its application in industrial enterprises.
