Comparative Analyses on Three Injury Surveillance Systems in Japan,the U.S. and EU

Death and disability caused by injury represents an enormous loss of economic opportunity in all countries. Activities of prevention necessitate acquiring the characteristic and magnitude of the injuries. This makes the injury surveillance system be an increasing demand for most countries. This study conducts a systematic comparison of three injury surveillance systems implemented in Japan, the United States and the European Union. Each step of the constitution of a surveillance system is compared, from data sources selecting to information disseminating. Also, some attributes i.e. simplicity, representativeness, data quality, of each surveillance system are evaluated. In Europe and the United States, the injury surveillance systems mainly rely on medical institutions as data sources. The injury data are described in a highly standardized format. In contrast to this, Japan mainly relies on non-medical institutions such as manufacturers report as data sources and the description of injuries is not standardized. As for the data set, the system in Japan is more specific on the objects involved in an injury case but less of information about the related information of environment, while the other two systems are to the contrary. By evaluating the systems, the system in the U.S. shows a better performance.
