Research on Safety Management in the Water Conservancy and Hydropower Engineering Construction Process

摘要：

Taking Potential Hazard as study object, we propose that the entrance of dangerous state and management deficiency, the deterioration of the security state and management deficiency are the reasons for the formation of Potential Hazard. The concept of hidden complement event set was introduced into the process of investigation and rectification of Potential Hazard. For these hidden perils of the accidents that is impossible to rectify or rectification cost of which is unacceptable or rectification of which fails, we have taken to prevent the occurrence of hidden complement event set or to prevent potential accidents in contact with the hidden complement event set. Study on safety management methods in the water conservancy and hydropower construction process that the effective control of potential hazard plays important role in implementing chinas principle of safety first, prevention first and comprehensive treatment and preventing and dealing with safety accidents.
