Public emergencies is always accompanied by administrative costs, this paper analyzes the sudden public events of high administrative costs and solutions; Enlarge prevention cost investment, Perfect relief materials recycling control system, to break the governments administrative monopoly, introduce competition in the market, funds diversification, emply cooperation will not only help our efficient, democratic government will also contribute to the construction of emergency public events of lower administrative costs.
