The Financial Management Research of the Reconstruction Funds in the Process of Using after the Disaster
With the passage of the aftermath of the Wenchuan earthquake, peoples eyes began to put on the post-disaster reconstruction, including reconstruction of the use of funds, supervision and management. Wenchuan earthquakes restoration and reconstruction has been facing the international financial crisis and domestic economic situation and new challenges. This region had raised a large number of post-disaster reconstruction funds, although the government has issued a range of support post-disaster reconstruction policy, there are some less rigorous financial management issues in some of projects. Therefore, this paper will try to investigate the use of funds by heavier disaster situation, identify the reasons for inappropriate use of funds and establish a strict implementation of expenditure and special account management, and earmarking of financial management. In order to achieve better co-ordinate arrangements for the funds, control the scale of investment to prevent the reconstruction of the role of extravagance and waste of funds.
