Research on the Evaluation and Management of the Unexpected Public Crisis Based on Matter-element Model
The unexpected public crisis is nearly inevitable, therefore establishing the management mechanism that can actively deal with the unexpected public crisis has become common task of all countries in the world, but evaluating and managing the unexpected public crisis is important means and measures to resolve the unexpected public crisis. Based on it, the connotation and character of the unexpected public crisis is put forward, the corresponding evaluation indicator system in order to conduct systematic and comprehensive scientific evaluation of the unexpected public crisis are established, and the matter-element model of evaluating the unexpected public crisis is constructed on the basis of the fundamental principle of topology in this paper, thus, putting forward management measures and countermeasures of the unexpected public crisis.
