Axle Model of Crisis Management -A Stage and Element Prospective
Nowadays, various types of crisis events have become important social risks, arousing widespread concerns. There is a badly need of more researches on crisis management. This paper summarizes present theories of crisis management from the perspective of stage, element and system. Based on the extant research, a government crisis management model named axle model has been put forward, namely axle process level, axle interactive level and axle element level from inside to outside. This model combines the elements and stages of crisis management, and describes the operational mechanism of the elements in each stage. This can be a reference to differential management on each stage of crisis for government. This work aims to make government crisis management more operational and enhance the ability of government crisis management from the prospective of systematization.
