SEM-based Capability Assessment of Emergency Management Agency

摘要：

Capacity assessment of the emergency management agency is the basis during emergency disposition. The evaluation includes some variables can not be quantified, such as management level and disposition capability. SEM reveals the interaction between latent variables and measurable variables, and allows measurement error between independent variable and the dependent variable. A traffic accidents case demonstrates the application of SEM to Emergency Management evaluation by solving measurement model and structural model.
