Application of the Uncertain Multiple Attribute Decision-making in Mixed Operating Conditions of Air Traffic Control Program

Due to the coexistence of the traditional flight procedure and PBN flight procedure during the promotion stage of PBN flight procedure, it brings inconvenience or even increases risks to air traffic control (ATC). An ATC department needs to make control programs under mixed operation conditions in advance to ensure safety of flight and smooth flow of air traffic However, ATC is a multi-attribute decision making problem, it is difficult for decision-makers to give a certain value for every factor and evaluation indicator involved. In this paper, we comprehensively study the influence factors of ATC planning and establish an optimal evaluation index system. In addition, through applying relative membership degree rule, we build an evaluation model for optimization of ATC planning based on the evaluation of each index in the form of interval number. At the end of this paper, we show the effectiveness and feasibility of this model through an example.
