General Sciences Library Services for Visually Impaired People and the Need for Greater Knowledge of VIP Users
According to statistics issued by the Ministry of Labor, Invalids and Social Welfare of Vietnam, approximately 900,000 people are visually impaired in Vietnam, make up more than 1.2% of the population. Aside of typical problems, almost visually impaired people (VIP) in Vietnam are lacking in education and information. Just about 40, 000 among VIP have been supported by the Vietnamese Blind Association for studying and joining social activities. Functioning as a public library, since 1990s, the General Sciences Library of Hochiminh City(GSL) has established and expanded various services that aimed at meeting Information demands of VIP.The paper focuses on the operation intended for visually impaired people of the General Sciences Library of Hochiminh City both in-house and outdoor services including specialized information production, handy reading room, information skill training course to VIP, digital mobile library.In addition, it is necessary a mention of maintaining and expanding the services. GSL is a public library funded by the Government so the financial supply is not really adequate to all demands, to keep the service running stably, socialization is an effective solution. GSL build projects for each goals of a financial years, then call for attention and involvement of the community through various forms: co-operation, competition, voluntaries, and so on. Concurrently, expanding the VIP services largely out of Hochiminh City is also forwarding in GSL by some new services: producing various forms of special materials for the blinds, providing materials and VIP service training to provincial librarians, mobile library.
