On Principle of Emergency Legal System

摘要：

The scientific construction of systematic and legalized emergency mechanism is rising to prominence in establishment and improvement of emergency system and construction of its theoretical system plays a prominent role in optimizing the scheme of emergency legal system. Besides, definition of its essence and basic principles is also a key component of emergency legal system construction.
