The development of low-carbon economy is the necessary bridge for China to achieve sustainable development. Small and medium enterprises as an important part of modern market economy, their strategic choices directly affect the result of the low-carbon economy. Only by creating the suitable environment of the government, raising the quality of Small and medium enterprises, Small and medium enterprises can find the optimal development strategy between big business and the government.
