Discussion on the Management Model of the Catastrophe in China
In our country varieties of catastrophes have occurred and in the future we may face more natural disasters. Compared with the developed countries, our insurance industry and the market economy to resist the catastrophe in China present a backward situation, which makes the government become the only subject in the relief work when facing the serious natural disasters. The disaster loss is increasing with economy growing, therefore, as for this condition, this paper puts forward a compromise transitional measure, which refers to the disaster relief measures of China and the developed countries. It means to establish a special catastrophe management organization as the transition from the national subject to the market subject. The subject of the institution, which can establish the fund and issue catastrophe bonds, is the state.
