Factors Influencing Boundary of Human Resource Outsourcing and a Decision-making Framework
This paper analyses the influencing factors of boundary of human resource outsourcing (HRO) by Likerttype scale and factor analysis. Research result indicates the factors are constituted by three components including excepted benefits of outsourcing, transit costs and the environment. On the basis of comprehensive evaluation of these factors, it is put forward a decision-making framework of HR outsourcing by the analytic hierarchy process, and characteristics of HR functions which fit outsource vendors are outlined. It argued that strategic character of functions to be outsourced and development stage of the enterprise is not the basis for determining whether a human resource management function is appropriated to be committed to the third party.
