Research on Explanation and Perfection of Land Appropriate Large-scale Operation Policy in the New Period
In the new period after the Third Plenum of the 17th Communist Party of China Central Committee, developing land appropriate large-scale operation, is a common understanding and highest aim to operation system innovation in agriculture. Especially, the Third Plenum of the 17th Communist Party of China Central Committee has encouraged land appropriate large-scale operation greatly, No. 1 document of CPC in 2010 goes on to put forward principle claim to promote its development. Under support of Chinese macroscopical policy, land appropriate large-scale operation is generally current and widespread in farmland utilization practice. But policy arrangements of local governments have different understanding about land appropriate large-scale operation, and some promoting policies contents are unthinking. To ensure that main idea of national policies is implemented and enforced, policy value orientation of land appropriate large-scale operation can not deviate from its essential meaning, follow-up policy guarantee should put premier emphasis on protecting land contract rights and interests of farmers, on the condition of realizing relationship of local large-scale operation and appropriation, properly guide different operation ways, regulate collective behavior of group and village in operation, and establish relevant services and security system, then lay solid foundation for transformation from instruction policy to special legislation norm of land appropriate large-scale operation.
