Assessments and Countermeasures on Grain Security in Northeast China
Northeast China is the most potential region of grain yield increase in China in 21st century, and has important and strategic role in guaranteeing national grain security. The paper assesses grain security in northeast China from three aspects including grain supply security, grain structure security and cultivated land. The results show that the proportion of grain output in northeast China to that in the whole country has increased from 11. 5% to 16. 5% since 1949. The total grain output and per capita share of grain in northeast China can both meet self-needs, there can provide 30-35 millions ton commodity grain annually, but corn accounts for 90% of the commodity grain. The half of cultivated land in northeast China can be used to ensure national-grain security through calculating of the minimum area of cultivated land per capita and pressure index of cultivated land. Finally, in coordination with the special problems affecting grain security in northeast China, the paper provide some countermeasures from protecting cultivated land, upgrading low-and medium-yield farmland and improving the mechanism for inspiring farmers growing grains.
