On Construction of Strategic Supporting-system of Anti-dumping for Chinas Agricultural Products
As to the developed European countries and the United States to use anti-dumping rules as the weapon of trade protection that is allowed by the WTO to start an anti-dumping complaint and investigation on agricultural products export enterprises in China, it is not only a new trend to use the non-tariff barriers to intervene in trade, but also a reflection of the fierce international competition in the context of the world financial crisis faced by the exporters. From 1980 to 2008, the United States, Australia, Canada, the European Union and some other countries had all implemented various investigates on Chinas exporting agricultural products, the number of anti-dumping investigation cases reached more than 40, and more than 20 kinds of products including menthol were involved, some were even forced to withdraw from the relevant market of agricultural products. According to Bulletin of April 15th of the Ministry of Commerce, 2010, in 2009, there were 76 kinds of Chinese export products were put under anti-dumping investigations, 8 of them concerning farming products. Anti-dumping has become a serious problem that frustrates Chinas agricultural product exports, the economic development in rural areas and farmers income. With the international trade theories as the basis, this study started with researches in the reality of agricultural products that often experienced anti-dumping, carried out a careful study on the construction of business strategic supporting-system to cope with the anti-dumping so as to promote the association governance and industrial warning mechanism and to provide new strategic thinking and theoretical support for the exporters to cope with anti-dumping.
