Research on the Public Transit Enterprise Evaluation of Operating under the Cost Rule
How to evaluate the public transit enterprise operating efficiency, and how to take many qualitative indexes such as the server quality of public transit enterprise into consideration to make financial subsidies trend to rationalization under financial subsidies of the cost rules. In order to solve such a problem, this paper puts forward a two-step method that combines AHP and DEA. The qualitative indexes are analyzed by AHP firstly, and then the results as an output are put into DEA analysis. Finally, a practical case is designed to validate the scientificalness and practicability of the method.
