Dynamic Comprehensive Evaluation of Chinas Provincial Pollution and Research on Influencing Factors
Since it was difficult for a single pollutant to reflect the environmental pollution situation, this paper proposed the pollution emission index, which could represent the overall state of the environment. The paper applied a dynamic objective comprehensive evaluation method, which was based on the overall differences, to evaluate the emissions of Chinas 28 provinces from 1995 to 2006. This paper analyzed the trend of Chinas and its regional emission index, and examined the influencing factors with the method of Panel Data Model from the perspective of economic structure and energy factors. The analysis showed that to achieve the binding goal in the Eleventh Five-Year plan, that is to reduce the main pollutants by 10% when comparing 2010 with 2006, from the view of the three main regions, the monitoring should focus on the eastern region; from the view of provincial regions, Hebei, Jiangsu, Liaoning, Shandong, Sichuan, Henan, Shanxi, Guangdong, Zhejiang, Hubei, Hunan etc. should intensify efforts to control the pollutant emissions. The paper found that pollutant emissions could be reduced through improving the efficiency of energy use, developing energy price system in line with market mechanisms, increasing trade openness and lowering the proportion of coal consumption in energy consumption.
