摘要：

With the opening of the 3~(rd) session of the 16 ~(th) Communist Party of China conference, China put forward a vital development theory and strategy, that is, the scientific development perspective and overall development strategy, which is a long-term guidance of national economic and social development, therefore, it is necessary to probe into the monitoring evaluation concerning overall development ability.
