A Research on the Complexity of Emergent Decision and Coordination

摘要：

Based on the former research of natives and foreigners on emergency, the elements forming a decision-making and coordination are presented in this paper. And then the Complexity of decisionmaking and Coordination is formulated. Finally, a case of urgent decision-making to prevent H1N1 influenza from spreading in Shandong was given. The conclusion may be used in decision-making against emergency.
