Research on the Provincial Disparity of the Public Utilities Management Performance in China
According to the connotation of government public utilities management, first, we construct an evaluation indicators system for local governments managing public utilities and employ analytical hierarchy process (AHP) to evaluate the performance of 31 provinces in China mainland during the 1999-2008 period, and then employ a general entropy method to study the regional disparity and its dynamic evolution of Chinas provincial governments public utilities management. We get the following finds from the study. First, annually the performance of the provincial governments public utilities management shows a trend of gradual improvement, but geographically there exists significant regional disparities in the performance of the provincial governments public utilities management. Second, by decomposing the difference by using population or provincial gross product as the weights, we find that the provincial management performances have the same spatial pattern as the economy development, and the regional disparities are mainly composed by the inter-regional differences and show a characteristic of stationary. These findings have important policy implications for how to improve the performance and to reduce the regional disparities of the provincial governments public utilities management in China.
