Research on the basic of Framework of Science and Technology Evaluation System

摘要：

China proposed a strategic thinking of building an innovative country. The article advanced the basic of framework of science and technology evaluation system based on understanding the innovative nation and current problems existing in science technology evaluation system in terms of such macro background. It includes the principles, characteristics and the main object of evaluation system as well as relevant explanations for evaluation subjects and objects, evaluation methods and indexes.
