The Evolvement, Features and Enlightenment of the Reform of American Block Grants
Different from most transfer payment patterns in other countries, American inter-government transfer payment adopts the condition based pattern, mainly concerned with categorical grants. As a new payment pattern, the block grant is quite different from the traditional general payment and categorical grant. At present, the block grants scale is at the same level with the special one in the federal governments budget, which is quite significant to the financial relationships of American governments and relative social welfare causes as well as the aided objects. The paper looks into the evolvement and features of American block grants and proposes that the classified reform is not only an innovation of American federal government transfer payment, but also an important enlightenment to the reform and perfection of Chinese government transfer payment system.
