(0) Human capital is the most critical element of economic development, in this paper, the level of human capital training is study deeply, firstly, based on the human capital training mechanism, the relevant indicators of human capital training is selected; secondly, the index value is comprehensive evaluated using principal component analysis and clustering analysis, and the level of human capital training in our country is comment by the result of the evaluation; finally, take Hebei province for example, problems existed and related measures are proposed by the analysis of human capital training.
