GOOD GOVERNANCE IN JAMMU & KASHMIR-STRATEGIC INTERSECTIONS
Governance is a process by which the governments and other associated constituents collaborate to plan for efficient service delivery. Success of such an institutional arrangement becomes critical in an underdeveloped country like India, where means and access to quality of life parameters are grossly inadequate. Despite significant structural reforms initiated time to time, issues of corruption, maldistribution of resources, procedural delays and many other such impediments in India, have put a big question mark on the efficacy and relevance of present dispensation of governances. Under the yoke of colonial legacy, fate of millions of the people in Indian subcontinent, even after six decades of post independence era, seem to be governed by the steel frame mindsets of the administrative apparatus. The major evidence of the mismatch between the proportionate delivery of the government to the emerging needs of the democratic aspirations of the masses has emerged as unrest in various Indian states viz. Andhra Pradesh, Bihar, Madhya Pradesh ( Naxalite Movement) and Jammu and Kashmir. Jammu and Kashmir is also a victim of this Diaspora, and the results are seen in the form of militancy.Radical reforms in the working of the government would involve a paradigm shift in the governance imperatives. The present study has been conducted in Jammu and Kashmir, India to evaluate the efficiency of service delivery mechanism by analyzing the functioning of the Public Distribution System in the state. The present study becomes important in the present era as it focuses on the state intervention to elevate poverty and hunger of the Below Poverty Line families in the Jammu and Kashmir State.
