The Development of Small and Medium S&T Enterprises During the Financial Crisis

The survival and development of small and medium S&T enterprise have been widely concerned in the world. Based on the current situation, during the monetary crisis technological innovation and floatation of loan are key factors for the sustainable development of small and medium S&T enterprises. Applying the triple helix model for the first time, the paper researches the positioning and development of small and medium S&T enterprises. In the triple helix model of innovation university is the driving force. In the helix model of financing, bank is the driving force. In the two models government intervention plays an important role and forms a synergistic effect.
