The Public and Institutional Support System:The Catalyst for the Development of Small Creative Firms
This article examines SMEs in cultural and creative industries clusters in Beijing using data from the creative firms in these industries. The results show that most of the cluster firms are SMEs which face many difficulties in their growth and development. Most of creative firm clusters in China are established under some degree of government intervention for economic consideration, but with lack of arrangements on service and support for the creative SMEs. They need public and institutional supports from the government and cluster management institute. The authors suggest that the creative firm clusters need to attach importance to the building of public support system to create more networks between SMEs, to help them develop creativity and explore local and international markets.
