The Development Policy for the Support of SMEs in China
Snail and Medium-sized Enterprises (SMEs) are very important in this modern society, whose development is highly dependent on support and attention from the government Due to the influence of the highly planned economy system and scale effect of large enterprises, policy for supporting technological innovation in SMEs is insufficient in terms of macro management, and has not yet formed a system. This paper summarizes the seven existing policies in supporting the development of SMEs, including loan guarantee, enterprise facilitating, equity transaction, technology innovation, government procurement, tax reduction and exemption, and science and technology service. In accordance with the basic characteristics and operations with reference to the successful experience and enlightenment at home and abroad, eight measures of optimizing innovation and management environment and speeding up SME development are put forward. Consequently, policies and legislation for supporting SMEs development would take initial shape as a coherent system.
