Stimulating Domestic Demand, Policy Support and the Development of SMEs

Under the guidance of Keynesian theory, Japan started a public investment plan aiming to expand domestic demand, but failed in achieving the desired goals in 1990s. One reason is that it focused on large-scale engineering projects in public investment plans, and these projects benefited large companies while neglected the function of SMEs. China should avoid Japans mistakes and increase small-scale livelihood projects and increase its policy support for SMEs financing, project bidding, employment, taxation and other projects. The sound development of SMEs would speed up the recovery and boom of Chinas e conomy.
