Environment for Growth of Technology Based SMEs
The external environment, consisting of factors, such as the legal policies, market, financing, technology, human resources, social service and industry, is important and even essential for technology-based SMEs survival and development This paper studies the evaluating system for the technology-based SMEs environment It tests the theories using data collected from 28 provinces of China. From the evidence studied, we can conclude that the cultivation of technology based SME in most regions of China stays in its initial stage, and that there is serious inter-regional imbalance.
