The Empirical Research on Chinese SME Strategic Human Policy Based on the Theory of Regional Human Capital
Under the influence of financial crisis, small and medium-sized enterprises commonly face a difficult situation. The governments at various levels in China have come with supporting policies for small and medium-sized enterprises. However they lay particular stress on the directly short-term economic aid, and pay little attention to the strategic human resource policy which is closely related to the steady development of small and medium-sized enterprises. This paper analyzes the relationship between Chinese human capital and regional economic growth based on the regional human capital theory, and puts forwards suggestions for Chinese small and medium-sized enterprise strategic human resource policy accordingly. Empirical results show that Chinas human capital roles are different across regions so is the correlation strength. The governmen.ts at various levels in China should adopt differential regional human capital policies to support the development of the small and medium-sized enterprises to improve the core competitive ability.
