The system of geographic information of a provincial government agency stores spatial objects as data layers of districts in the province. This paper describes a model controlling the users access rights as a 3-dimension cube. The first dimension is the subjects of objects managed by the agency; the second the locations consisting of districts of the province; and the third the operations comprising licenses of view and update. A cell or a group of cells in the 3-dimension cube is an agent which is assigned to an internal user as an authority accessing geodatabase within a valid time interval.
