Now on the agenda sharply there is a problem of the practical approach to realization of idea of stable development, and conformity between needs of a society and means of their satisfaction at available circumscribed resources. The first stage of zoonoses control involves predicting the activity of the foci of infections in time and space. Unfortunately, this trend of epidemiology is poorly investigated with subjective estimation often dominating depending on the training of the specialists (Rothschild, 1988), disease early warning-systems. ... is considered to be in its infancy (Kausrud, 2007).
