Study on Collective Construction Land Used for SMEs in China
The problem of land using is a critical puzzle for the development of Small and Medium Enterprises (SMEs) in China. At present, using collective construction land (CCL) for SMEs has become the necessary. Three main models of using CCL for SMEs are hiring simple factory buildings constructed by village collectives, hiring standard factory building constructed by professional developers, and constructing factory buildings themselves on CCL. CCL used for SMEs has several performances, such as lower the land using threshold for SMEs, promoting the development of local related industries. However, hidden dangers exist at the same time, problems as SMEs lacking of security of CCL rights, regulation for using of CCL for SMEs absenting, and strict protection of farmland been challenged should be noted. At present, the most critical thing is to issue administrate laws as soon as possible, and to lead industrial parks to be built on CCL to improve land utilization.
