The Study in Payment System of Coal Enterprise under the Direction of Security and Effectiveness

Coal production in order to reduce the frequency of the accident, from the root to prevent the production induced by human factors, accident, this paper analyzes the production of coal cause of the accident. Using qualitative analysis method, the coal enterprise security management and compensation management conducted a comprehensive analysis of proposed salary system is the irrational design of security management and compensation management triggered a range of issues underlying causes. By the coal enterprises of traditional and modern pay system, pay system, contrast, based on the four basic principles of pay administration, namely, fairness, incentive, compensation and competition, from the salary system as a whole design to the specific links, from the the system itself to its own staff made the traditional pay system defects. Method of using icons and forms, from the pay model to the payment, from the division of responsibility and authority to the post analysis, from the performance appraisal to the welfare plan, proposed by the coal companies targeted improvements in pay system design methodology. In this paper, the coal companies pay system design as the main line, from the perspective of improving the safety factor to reduce the accident frequency as the purpose of production, from the perspective of safety and effectiveness of the dual salary system of the coal enterprises have been studied.
