Behaviour Based Safety Approach: A Mechanism for Workplace Safety Improvement
This paper presents the Behaviour Based Study (BBS) approach, a mechanism for safety improvement. BBS is an approach that focuses on changing unsafe into safe behaviour. Previous research revealed that unsafe behaviours contributed to 80%-90% of workplace accidents. The BBS approach which are fully implemented in the Oil and Gas Industry, Malaysia proved to have shown positive results. Hence, the objective of this research is to study on the concept of the approach; the implementation steps involved and; the problems encountered. A case study approach comprising of Oil and Gas companies experience practicing BBS had been chosen. Semi-structured interview, questionnaires survey and on field observation were conducted to retrieve information from all the three case studies. The findings revealed that the concept of BBS approach is to change unsafe behaviour to safe behaviour and to eliminate the occurring of accident in the work place. The basic steps of BBS implementation can be divided into 4 major steps; indentify, observation, intervene, review and monitoring. Further, innovation in its implementation with additional elements noted during the observation steps such as unsafe work processes; unsafe condition and unsafe work procedure were identified. Three major problems identified are less involvement of managements, staff and workers, workers worried on blaming and penalties during BBS observation and lack of commitments in its implementation.
