Appraisal System and Appraisal Indicators of Higher Education Quality in Russian Federation
We explain three basic steps in the quality appraisal of higher education in Russian Federation: licensing, attestation and accreditation. We analyze the appraisal content and appraisal indices of each step and the relation between them and discover the newest development of higher education appraisal in Russia. Based on this analysis, we summarize the characteristics of higher education appraisal system of Russia and its illuminations to China.
