On Scientific Planning of University Development: Its Significance, Characteristics and Formation

摘要：

Scientific planning is a navigation mark of university development, which can lead to the healthy, compatible, fast, sustainable development of the university. Besides its general characteristics such as guidance, feasibility, rationality, the scientific development planning embodies its own specific intension like being applicable-ness, strategic approach, distinctiveness, humanity, coordination, etc. Awareness, the personnel, procedure are three key elements of scientific development planning.
