This paper analyzes empirically the impact of science and technology award policy on the paper output in a college. By applying statistics in analyzing 6 groups of papers from 2004 to 2009 of a college, it is found out that the paper output didnt show significant change at the beginning. Rather, it showed a lagging effect, which could be seen from the paper output in 2009. Even so, there are no significant differences between core journal paper groups in these years. This illustrates that this college should adjust its policy to better improving teachers ability of research.
