Technology and Infrastructure Diffusion of Natural Gas Vehicles: The Case of Shanghai
Natural Gas Vehicles (NGVs) have emerged as a short term option for addressing long-term, sustainable energy supply and environmental problems. Yet, the biggest barrier that needs to be overcome is the development of a vehicle-infrastructure system. Few real-world observations on the diffusion dynamics of NGVs/infrastructure have been carried out. In this paper we describe a case study about the diffusion of NGVs in Shanghai, China. This paper first reviews the adoption of NGVs in Shanghai briefly. Then the vehicle-infrastructure phenomenon currently inhibiting the market penetration process of NGVs is investigated. Finally, some suggestions on how to promote the diffusion of NGVs/infrastructure are discussed. The study of the unsuccessful diffusion of NGVs in Shanghai can reveal what will be the main obstacles in the diffusion process, and furthermore give policy implications for initializing and keeping a successful demonstration project.
