Discussing on Principles and Improving Suggestions of Construction Planning in China
The core of scientific project management is planning management, construction organization plan is a guidance document of the traditional construction project management in China. Through domestic and international literature review, we found that construction organization plan are not used in most country of the world, and the project planning are often be used to guide and standardize the project management activities. Some domestic researchers have expanded and changed the content of construction organization plan and posed a number of recommendations, but they rarely discussed that topic which should be started based principles of construction project planning. There still exist some errors on the classification, concept, content of the project planning. Based of the whole life cycle of project management, this article pointed out that the concept of the construction organization plan can not contain the main contents of the builders entire work. Based on the principles of projects scope management, integration management, baseline programs and rolling plans, we point out that we should change the concept of construction organization plan with Project Management Planning, improve the level of the construction project planning by strengthening the program management in the design stage, setting clear baseline planning and executing integrated management.
