Mode of Constructing: the Unification of the Scientific Criterion and the Legal Specification
As an engineering technique, the building procedure should be complied with the relevant technical criterion so as to ensure the security and reliability of the building process as well as the construction products. However, the building may tamper with the adjacent owner(the adjacent right of lighting, sunlight Etc), the interest-related entity because of its traits of real estate. As a result, many disputes on property right have come forth. The appraisal on building lighting consists of two technical parameters including sunshine spacing and the duration of sunshine which connect with two different legal relations: administrative law and civil law. Obtaining the authorization of the administrative laws doesnt mean the exemption of the tortuous obligation on the civil laws level, criterion on construction is the unification of the scientific criterion and the legal criterion.
