The Problem of Hebei Economic Development From the View of Human Capital

The 21st century based on knowledge and human capital is the era of knowledge economy, human capital will give a great impetus to the economic development has become a consensus. Human capital investment and human capital accumulation has become the basic elements to ensure regional economic growth. On the base of analysis the concept and the function of human capital, using method to estimate schooling year, this paper studies human capital stock and quality of Hebei province in 2005-2008, and carry on demonstration study about its function on the economic development using the Cobb-Douglas production function. Finally, according to the situation of relative backward human capital stock and quality in Hebei province, which promotes economic development in poor effect, this paper gives corresponding policy recommendations on Hebei human capital development.
